When this happens to me, it's usually because the GoogleDrive app has stopped working. Try vo-m-m to bring up the menu and see if Backup & Sync is one of the options. If not, the app has been shut down somehow, so relaunch it from the Spotlight menu or from the applications folder.
You can also check your Drive settings from that same Backup & Sync menu. The tab key is your friend once you get into the menu for B&S itself. Then make sure you're Mac is set to sync and that your desired folders are selected to sync.
