Hello Simon, Is your Apple Watch the LTE model? If so, this would definitely explain your issue.
I believe you live in New Zealand. So, I don’t know how things work down there but here in the US, changing cell providers involves switching out SIM cards. Sometimes, I’ve had to reset the phone, essentially reactivating the device with the new SIM card installed. If your watch is not the LTE model, then, I would suggest that you first, unpair, essentially wiping clean, the watch from your iCloud account, then re-paring the watch to your phone. I believe that the key to resolving your issue will greatly depend upon which version of Apple Watch you own. However, having said all of this, were I you, my first step would be to wipe the watch and re-pair it to your phone. On the phone it works fine, The text messages go with out issue, However they don’t sync to show on my watch.
