Yep, you need either a data plan on your cell account or WiFi. I have ben testing with my phone sense I have to use a home cell tower from T-mobile to get a connection where I live. Now If I get GPS setup before I leave the house it works, but if trying after leaving house then it won’t work until it hits a signal. Now siri needs any type of internet connection to function. See everything that siri does has to be done off of Apple servers in California to function.
