Or could it simply be that apple have really dropped the ball on
this years operating system versions and they don’t care!
I’m starting to wonder!
I know they have had bad days in the passed but I think this is the
worst IOS release I’ve seen in a while for bugs.
May be they need to stop and take a look at what they are doing
before they start on things for 2020

To be honest, no. I have not restarted the HomePod. There was that
problem with HomePods be bricked. And even though supposedly the
problem solved, just call me paranoid. It’s inconsistent. Sometimes
it works and sometimes not. Somehow I wonder if maybe Siri is just
being slammed or something. Maybe everybody’s trying stuff. I don’t
know.

Yes, you can turn hey Siri off and on. I have also tried holding
down on the play button on the HomePod itself, which will
activate Siri. It certainly helps with getting her attention,
but the results are not wonderful sometimes.
