Hi Tim, Actually I can’t remember but I’m pretty sure I did the wipe from cmd r then eraised the primary volume.

If you did it from the Recovery Partition, then the existing recovery system should be present, whereas if you did it from an external thing such as an installer drive or target mode, then you have totally wiped everything and cmd-r will not work. You would need to use cmd-shift-r to access the Internet Recovery system. The problem with the Internet Recovery system is that you need to be connected to WiFi, which I've found to be a problem for us VO folks at this point. If you can get sighted assistance to connect to WiFi, then you can use Internet Recovery easily after that. I'm thinking that the full erase disconnected you from WiFi and that is why you're not progressing to the Language Chooser or MacOS Utilities. Later... He had to try a couple of times before Cmd-r would work. After the language chooser screen, if it asks for the network password, you should be good to go.
