It’s been happening for a long time. I never really paid much attention, but 
when I am away from the computer, and the iPhone has a pile I would like, it’s 
irritating to not find it updated. There are several piles that should be 
showing up as recent, since many of them are updated on a daily basis. For 
example, my most recent updated file is dated January 20 of this year. And 
today is February 20 no February 21.

Did you just start syncing things in your Documents and Desktop folders, or has 
this supposedly been syncing for quite a while?  If it's brand new, then it may 
take a while for everything to move up to iCloud then be visible to the iPhone. 
 If it's not a brand new thing, I have seen it take a while for the iPhone to 
see updates or changes to files.  Not a real long time, maybe 5 minutes or so.  
The only way I know to refresh things, would be to either turn off iCloud Drive 
on the iPhone, then back out of Settings, wait a minute or two then re-enable 
it.  I don't recommend that approach.  Alternatively, you could close the Files 
app from the app switcher, then upon re-opening it, it would do a poll of the 
existing iCloud Drive data.  Again, this should only be necessary if you've 
been syncing iCloud Drive for a long time and this is just happening lately.  
Finally, of course, there's always the good old restart of the iPhone that 
likes to fix all sorts of unknown issues.
