Hi, I just got my first watch this past Christmas, so it came with WatchOS 6.1. I have never heard audio feedback when entering a pass-code, so didn't realize that it used to be that way. I'm not sure whether it's a bug, or whether it's something that was purposely removed. I suggest you eMail Apple Accessibility to see what they have to say.
