I’ve been having issues with the Universal Clipboard as well. It had worked 
like a charm in the past, but it has been really inconsistent over the last few 
versions of iOS 13. I have all my settings as they should be, but I honestly 
haven’t had the chance to really investigate and troubleshoot the issue.
