Seems I was just dreaming! Yes, I see where all audio can be directed to a different device, and I even see how these devices may be aggregated.
However, it's also theoretically possible to direct audio output from one application to one device, while directing output from a second application to a different device. This doesn't seem to be supported by the Apple OS, only by individual applications that care to define that functionality.
