Hello, 
Sometimes the site steals your arrow keys making selection difficult. In 
VOiceOver utility there is a check box under the web area called: 
Always allow keyboard commands to navigate websites

VOiceOver help says:
VoiceOver User Guide window Use keyboard commands to navigate text, even on 
websites that use the commands for other purposes. When this option is 
selected, websites that use keyboard commands may not function as expected. For 
example, if a website uses an arrow key to jump to another item, the arrow key 
won’t perform that action; the arrow key can only be used to navigate text.
If you check this checkbox then shift arrow keys should work in more places. I 
usually have to find some text on the page and then click  (vo-shift-space)  to 
make sure focus is actually in content.
