FYI - Beginning with macOS 10.12 Sierra, which was the version that was 
released with the first TouchBar MacBook Pros, VoiceOver included the commands 
VO + minus/equals to raise and lower the system volume.  (These are the 2 keys 
located to the left of the Backspace/Delete key).
Note that there is no alternate VO key command to mute/unmute, which can be 
done via the TouchBar.  When the system sound is muted, either raising or 
lowering the volume will unmute.
