Okay, had it been just the phone connecting, then I would have presumed it was using cellular to connect. But since you have a separate desktop computer that works, then your ISP is providing you with connection to the outside world. No other ideas right now.

Sounds like your router is not connected to the internet. Do you have a cable modem, or satellite? Something is wrong from your Wi-fi router to the outside world.
