Just wondering, is it possible you have “Hand Off” turned off? And, do you have “Contacts” checked in the iCloud configuration dialog?
I realize these may be “of course” questions, but it can’t hurt to double check. Best of Luck. And, if you do not mind, would you please pass along the root of the problem.
