If the file doesn't close, you most likely have not saved the file. When you attempt to close the file, you receive a Save As dialogue. You need to respond to one of the options in order to close or discard the file. Note: Once you have managed to close or discard the file, TextEdit will remain open until you close the application using CMD + Q.
