The command assignments are specific to the type of braille display connected, which is presumably why they won’t appear unless you have a working display.     I would suggest reviewing the table of commands (with the display connected, of course) and deciding whether to make changes. As to opening applications, you would typically use the braille display to simulate the relevant keystrokes (e.g., using the dock). Likewise, simulating Command-Q closes an application.   My personal preference is to use the Qwerty keyboard for most input and to read the braille display as I wish.
