Documented where exactly?
Speaking personally, I have sought an external solid source for Linux for
perhaps 15 years now.
By contrast, finding detailed voiceover user guides that I can read off
line has been quite effortless, and I do not even really own a machine.
Speaking personally, it feels rather incorrect, and generalized, that one
can find a solid universal, external consistent Linux users guide on its
own, or not that I have found. Such is before one even talks of solid
consistent accessibility.
Just my take,

Is there any Voiceover friendly means of remotely controlling another Mac?
There is Secure Shell (ssh) for anything you can do from a shell prompt.
Unfortunately, the Mac isn't like Linux, where almost anything can be
configured by running a shell command or editing a textual configuration file
- and it's all documented.
