I had copied a link to my clipboard for sharing. I got a notification that sharing was turned off so I went to my drive on the website to try to change it. I found sharing up there but they were just asking for email addresses. I fooled around with it and got that notification to go away although I'm not sure how I did it. the person got the link I sent and was able to successfully use it.
