Hi,
The M1 Mac is the better option, and your friend will be able to import MS
Word files into Pages and export the Pages file back to Word.
PDF files can be read in Preview.
Is your friend using voiceover?
Though I have not tried this, I've heard that parallel isn't very accessible 
with a screen reader.
Your friend should be able to use Safari, Google Chrome, and Firefox on the Mac.
As long as the site interface meets WCAG requirements then thing should be fine 
though it would be helpful to have multiple browsers on hand.

Friends, I'm highly thankful to you for your enriching and informative 
suggestions. I think the M1 based Mac will be a more viable option for them. My 
friend is studying International Relations and will possibly need to use a word 
processor, consult the university’s online learning portal/electronic library, 
and go through the readings in either .dox or PDF format.
If and when required, they can also install windows as a virtual machine.
