Hi,

Actually, In Monterey, go to Users & Groups, then unlock the pane, then select 
Login Options from the Users, Groups & Login Options list.  There will be a 
button there called Accessibility Options.  This will open a screen with a 
table of accessibility options.  Make sure that VoiceOver is checked, apply 
your changes, and restart your computer to see if the changes stick.
