Hi,

I believe that it is mostly a security and convenience thing.  Apple has been 
gradually moving towards handling most account details within the Internet 
Accounts pane of System Preferences.  That’s the “convenience” part of things.  
Security is much more complicated and the use of security certificates and such 
negatively affect the “convenience” part of things but improve security of your 
accounts.

I don’t have an Outlook eMail, so I’m not familiar with how Server Settings are 
affected, although as I mentioned, non-Google and non-iCloud accounts still 
allow for password interaction within the Server Settings tab of Mail Prefs.  
You can, though, still mess with the outgoing server settings in any Mail 
account in the Server Settings tab.  Simply VO-space on the selected SMTP 
server pop-up, and choose Edit SMTP servers from that menu.
