What happens when you use VO-Left/Right-Arrow to navigate, with Quick Nav off?

Also, what is your operating system version, and can you upgrade it?

If it's a current Mac OS release, and standard VO navigation commands aren't working, I would suggest contacting Apple and lodging a support case.
