I some times experience this same issue on my 2021 M1 MacBook Pro. Tell your friend, that when he experiences this problematic phenomena, he should toggle VoiceOver off, and then back on again. This remedy usually works for me.

But I tried to set this to never, when I close the preferences window, it resets to 60%. We believe this is what needs to be changed, this slider needs to be set to zero. So please if anyone knows how to turn this annoying state off, can you let me know as we are both completely out of ideas! Also, before I sign off he has bought a clipboard manager called Copy clip two. He wants to turn on a feature called Direct paste. Well where are the app preferences located?
