Try going to Apple ID > Payment & Shipping, on either Mac or iOS.
You can update/correct your billing address there.
As I said before, when I had this issue, I needed to change my zip code to only 
5 digits, and that fixed the issue.
Not sure if that will fix it for you, but it is worth looking at.
