I got mine four weeks ago but I never had a problem entering the code. First I 
highlight the required digit by finding it with one finger and then double-tap 
it with one finger.

I have never had a problem entering my pass code on my Apple Watch using 
voiceover.
Only tricky thing is, when I select and then double tap on a digit, I do not 
receive any voice feedback.
This is not always been the case, but Apple changed it several versions of 
watchOS ago.
I find that if I go slow, and pay attention to what I'm doing, I am 
successfully able to enter my pass code on the watch.
