Reports that I've read suggest that its configuration process is not accessible. However, VMWare is active in accessibility, so I would suggest checking their offerings for the ARM-based Mac hardware.

I don't plan to run Windows on my Mac, so I haven't investigated the details. Everything I care about that I might run under Windows has a Mac OS version with working accessibility.
