Once you are in the Voices tab, navigate to the Customized language list table, and interact with the table. Now use regular VO navigation to access items within the table, and make your changes.
Alternatively, if all you want to do is change the voice or any of the voice attributes, you can do this on the fly from anywhere on your Mac, by pressing VO + CMD + Shift + any arrow key to open the Voice Attributes Rotor. Once in the rotor menu, continue to hold VO + CMD + Shift, and use the left/right arrow key to select the attributes category, and up/down arrow to change the value within a category.
