Hi, I've never used voice control on a Mac. However, I can say that I do not recommend it at least on an iOS device for someone who uses VoiceOver. It tends to listen to everything you say and in a text message or email you can get double entries of everything because it thinks you're also dictating. I don't know if the Mac would have the same behaviors but if forced to guess would say it probably will.
