Have you rebooted since your last try?
Speaking personally, that seems like a freeze, especially if the keyboard
is not responding.

Hoping he responds as to the sighted help aspect, but as to VO, go to Lock
Screen in the Settings and set VoiceOver to come on at startup, then you will
have it speaking. It won’t read out the password of course, but you’ll get the
expected clicking sound.

Still, in theory, vo will not speak your password, nor is it, if memory serves,
displayed. This is a reasonably recent security feature, I believe.
Still, if the password is being typed correctly, it should work.
Perhaps? reboot, and if still possible with sighted help, type your password.
See if you get in this time.
