Have you tried terminal mode? just a thought, I had the same trouble with the 
BrailleNote as I stated in my previous message. Do not pair through the VO 
utility menu. FOr some reason it doesn't work. Pair it normally, then put it in 
to terminal mode and try to add it via VO utility menu.
