Sadly iCal has limitations when it comes to use with VoiceOver. Apple are fully aware and looking to implement more improvements in future updates. I could not find a way to navigate the times on the Calendar canvas either. However you can create a new event or new to do and then interact with it and enter the time.
The only fully accessible version of iCal currently is on the iPhone, even the mobile me version is not accessible currently.
