So will the second option, that being the sys prefs allow for the starting up off the external, each time it's connected to the machines it's being used on or will I have to change it each time I try to start it up.

You have two options. Options: 1. You can hold the option key down at boot and switch between the bootable devices with the left/right arrow keys. 2. You can open SYstem Preferences, select the startup disk option, and choose which volume/device to boot from.
