Yes, I have the exact same issue on my MacBook Pro.  

I have been experiencing it for the past 2 months or so.  

At first, I thought this was because I had a malfunctioning Right Arrow-Key
but determined that this was not the cause of unintentional activation of
Quick Nav.

Hi, all,

I'm noticing that Quick Nav functions spontaneously activate, but when I
press the left- and right-arrow keys, VO indicates that Quick Nav is off. I
have to press it again two times to the off position, sort of like a
three-way electrical switch, to get it to deactivate. Also, it seems to
activate when I press the right-arrow key by itself from time to time.
Anyone else have this little annoying quirk?
