I've just updated my iPhone 3gs and played around with it a bit, so I thought 
I'd let you all know what I've found out so far.

You can now disable the volume buttons if you like, which is actually very 
handy for us VO users.  With them disabled, you can control VO's volume just by 
pressing them, rather than making it speak first.  Nice. :)
you can find this toggle in the sounds section of settings.
As mentioned in the Maccessibility article, you can now add a rate setting to 
the rotor.  The setting is located in Vo's settings, directly below the rate 
slider.
 we can now finally read the birthdays field in Contacts.
VO  now identifies headings in applications, by saying "heading" after the 
text.  For example, the title of an app is a heading.  personally I'd rather it 
didn't, or played a sound instead, but there you go.Also, after reading a 
review of an app, it'll say "dimmed".
VO now plays a quiet sound when something pops up, like if you're typing a name 
into the "to:" box and it finds a match from your contacts when you're sending 
a text, or if the keyboard appears.
Finally, we can now access the "dismiss app switcher" button, which appears 
directly above the row of icons.
There are a few more enhancements that Maccessibility have already mentioned, 
which I haven't tried yet, and they'll probably be more things that I haven't 
found yet. So I'd be interested to hear from anyone else who has tried the new 
version.
