Hi Chris: To me, since the update Safari's been kind of a mess. It doesn't indicate when it's loaded, gets stuck on links a lot, and often requires restarting of voiceover to get it moving. I emailed accessibility ad apple and asked them to make note to see if others have the sam or similar observations. I'd encourage you to drop them a quick note on what you're experiencing.
