There might be a jailbreak app for that. I know of one app which will show you what towers have what amount of signal. It's a paid app, so you'd needed sighted help to purchase it from Cydia. But I don't know if the app allows you to make use of towers with stronger signals. The app is on hosted at the iPhone dev team's repository. If I get some time, I'll have a look around for it.
