I've already had problems with a time machine drive not working upon reinstall 
of my OS, but it was on a time capsule.

What i do know is that the backup quote unquote volume is a parser bundle which 
is something similar to a disk image, so basically you can open the parser 
bundle if you have the correct administrative rights.

On the re-establishing a connection between the parser bundle and the time 
machine, if you go through terminal and try a chmod with all rights to your 
local administrative account, you should be able to get it functioning. 
Repairing permissions merely puts files and folder permissions to their initial 
states which might not actually be the best thing to do. Acting as a root user 
and allowing execution of the file might help.
