Hi John: The iPad works using the same operating system as the iPHone. The short answer is yes, it works with voiceover, just as the iPhone does. As far as using it as your personal computer, the only obvious limit I can think of is if you do a lot of word processing. The Pages program is currently not VO accessible on iPad. But, there may be ways around that.
