That used to be the case, but there was some change. Of course depending upon 
how you set the rotor, you would go up/down. In other words, if you have 
selected links with the web rotor, you use up/down to navigate through the 
available links. Lots of options for what is included in the rotor can be found 
in the VO Utility, Web, and web rotor.
