Hi Denise,

I checked this out on a SL machine today and iTunes behaves properly for me.  I 
do not have Quicknav on.  I can arrow without VO keys while Interacting with or 
simply focusing on the Songs table.  Have you tried restarting your computer to 
see if there are any other factors that could be affecting iTunes for you?
