Hi.  To do this, open VoiceOver utility, select commanders from the table, and 
then select the keyboard commander tab.  Press the add button.  You'll be 
focussed on an edit field where you type in the key you want to use.  Once 
you've typed the key you want, VO right to the commands popup button.  Under 
custom commands you'll find an option to run application.
