Hi Brandon. 
I just went into Pages to see if I could figure it out. Here's At I did, and 
maybe it'll help. I have a Pages file that has two pages. When I interacted on 
page 1, the first thing it showed me was header. I interacted on it. I also had 
a choice of interacting on the body. I found that the header could accessed by 
doing VO-up arrow. I'm in Lion, so I don't know if that matters.
