Works for me. I interact with some content in a frame, do VO shift M and choose Open Frame in New Window or New Tab. Are you sure the site still uses frames? Also, some sites will detect when you try and open in a new window and stop it. Maybe your site does this. You should still be able to pick that choice though. In the end, why do it at all? Why not just select inside the iframe? Once you're interacting with it it's the same as selecting text anywhere else.
