I'm not sure what you are trying to do when you say you want to bring up icons. 
If you are referring to the dock it is  VO-d. In fact you can get a list of 
VoiceOver commands just by looking in the Help Center of your Mac and for VO 
specifically you can do VO-? (question mark). There are lots of resources 
available to you where you can quickly locate answers to the most commonly 
asked questions.
