the keyboard commander is turned on in VoiceOver Utility. You can get there with VO F8. Then you go tothe commanders portion, and choose the keyboard tab. There's a checkbox to enable keyboard commander as well. And you can then interact with the messages table in mail, and to get to the top, press VO function shift left arrow on a laptop keyboard.
