Oh how very intriguing! You've restored keyboard defaults, eliminated VoiceOver as the culprit... is this a MacBook, or an Imac? Have you tried unplugging and re-plugging-in the keyboard, if it's external, and a complete shut-down and reboot after all this? Is there a mouse somewhere in this system, and is it working correctly? Or, alternately, is the track pad free of glitches?
