I have found something that works better than the standard VO comma and period Drag-and-drop. commands
There are also commands you can sit to a keyboard trackpad shortcut call Mark item for drag-and-drop and drop item after voice over cursor. For me, he seem to work much better than the standard VO commands. I was able to move mailboxes around. Easily with these commandsHope this helps someone.
