Alex and Teresa,

I have found this same issue, and have this theory as well.  I do not often use 
the keyboard commander VoiceOVer scripts for this reason, such as opt+B for 
battery, opt+M for Mail, etc.  With each of these commands there is a lengthy 
delay that doesn't make the command practical to use much.  Once it is loaded 
into memory, it then works fine.  As for the voice, I use Fred on a regular 
basis, and still find this delay even though the voice used for the script is 
the same one that VoiceOver uses at other times.
