I experienced the same hanging problem on my Apple TV, just as you
described.  

Earlier this evening, my Apple TV got stuck at 60% for about 40 minutes.  I
got tired of waiting and unplugged the device.

After waiting 30 seconds or so, I plugged my unit back in.  The Apple TV
started without a hitch.  

Next, I went back into settings and selected the Download update option,
again.  This second time, the update went through without a hitch.  

Thanks for posting the warning as I am certain there are many who will think
their device is broken.

OK, I wanted to let people know based on my experience not just of this
update, but the prior update as well... if you go to update your Apple TV,
2nd or! 3rd gen, it doesn't matter as in both cases you'll probably see
this... if it seems on step 2 to just sit there at about 65 percent and
hang, don't? pannick!  It'll take about 30 minutes, but eventually, I
promise! it will? move!  Don't unplug it, or you might risk bricking the
thing.  Also, once at about 75 percent, it's gonna hang for all eternity,
literally most likely.  I mean, this sucker sat there and basically seemed
to stall for at least! a good 2 hours on my end.  I promise you though,
again, just leave it alone!  It will! go through, but this is an extremely! 
extremely! tedious process, so beware.
