Hello Chris, I experienced the same hanging problem on my Apple TV, just as you described.
Earlier this evening, my Apple TV got stuck at 60% for about 40 minutes. I got tired of waiting and unplugged the device. After waiting 30 seconds or so, I plugged my unit back in. The Apple TV started without a hitch. Next, I went back into settings and selected the Download update option, again. This second time, the update went through without a hitch. Thanks for posting the warning as I am certain there are many who will think their device is broken.
