Hmmm. I've only did the Gift Certificate thing once or twice and don't remember exactly how long it took for the recipient to receive it. I thought that it was more or less instantaneous other than if you were specific about when it was to be sent.
The iTunes Store should send you a receipt for the gift too. Wait a little bit then if they don't receive anything, give the iTunes Store Support number a call. Later...
