I think that setting only applies when Voiceover starts for the first time, but I could be wrong. Try restarting your computer and see if you get the dialog. As to the spoken message, I have a suspicion that it is simply getting cut off by another announcement. After all, especially if you have applications set to re-open upon starting your computer, VO will have a lot of things to tell you and the welcome message (different from the dialog) could simply be getting lost.
